The Democrats have seized Washington, DC. The Democrat Party officially adopted a primary-focused, delegate-selection process for the 1972 election, following major reforms after the chaotic 1968 convention. This shift aimed to reduce the power of party bosses and make the nomination process more inclusive and transparent, establishing the modern era of presidential primaries.  It is part of the New Communist Movement, 1969-1979.  Mao Zedong viewed the U.S. as an imperialist power and supported revolutionary movements, including those aimed at undermining U.S. influence.  Maoist ideology was seen as a direct challenge to American capitalist and democratic values, creating, from the U.S. perspective, a "loss of China" in 1949 and a long-term hostile relationship. Zedong famously characterized the United States as an "imperialist" power and a "paper tiger" destined to be defeated by revolutionary struggles. He criticized U.S. "monopoly capitalist groups" for aggression in Taiwan and Vietnam, while expressing support for American civil rights movements. Key quotes reflect his view of the U.S. as a primary target for global, anti-colonial unification. Zedong said, "A revolution is not a dinner party, or writing an essay, or painting a picture, or doing embroidery; it cannot be so refined, so leisurely and gentle, so temperate, kind, courteous, restrained and magnanimous. A revolution is an insurrection, an act of violence by which one class overthrows another.” Mao was a Chinese revolutionary, politician, writer, political theorist and the founder of the People's Republic of China. He led China primarily as the Chairman of the Chinese Communist Party (CCP) from its establishment in October 1949 until his death in September 1976. The Vietnam War was never formally declared a war by the U.S. Congress; The Democrats held the majority in both the House and the Senate throughout the active years of the Vietnam War (roughly 1964–1975); Now Democrats want to call a short term military conflict in Iran a War, Democrats want no "War against the Revolution"!

Paul Costello in "A Critical History of the New Communist Movement, 1969-1979" writes, "The mass struggles of the 1960s, civil rights and Black liberation, anti-war and student struggles and the numerous other mass phenomena, women’s liberation, the new left and the counter-culture were all responses to the new stage of US imperialism and the unfolding crisis of late capitalism. The confusing character of the times was reflected in the confused proliferation of mass activity, which often erupted spontaneously, with movements developing independently of one another. The new communist movement did not develop organically out of any one of the mass movements of the 1960s. In fact, it developed only when these movements began to wane. While it drew its membership largely from young people who had been involved in mass activity, its ideology and practice were derived from a number of different sources. Before we examine these sources it is necessary to take a brief look at the only significant anti-revisionist communist force which was actively involved in the mass struggles of the 1960s: the Progressive Labor Party (PLP)." Costello continues, "We have no interest in worshipping old icons, or in setting up new ones. Our only interest is in the future of revolutionary Marxism in the United States. It is this interest and our commitment to it which has led us to reject the foundations upon which the new communist movement and its progeny were, and continue to be, constructed. It is this commitment which has led us to attempt to assist in the construction of another kind of communism, one free of mythology and the shackles of the past. It is this commitment which has compelled us to fight for living, critical, revolutionary Marxist theory and a politics and practice consonant with it." 

President Donald Trump and Congress, DC has been under a Marxist Revolution since 1972, born out of the various movements of the 1960's. The Chinese Communist Party (CCP) exerted influence on certain U.S. movements during the 1960s, primarily by providing ideological, theoretical, and, in some cases, symbolic support to radical left-wing and black nationalist groups who were disillusioned with both mainstream American politics and the Soviet Union. This influence was part of a broader, global effort by Beijing to promote Maoism as a militant alternative to Soviet "revisionism". Mao's influence on more radical factions of the 1960s U.S. movements, such as the Black Panther Party and Students for a Democratic Society (SDS), which adopted Maoist ideology and "The Little Red Book". Zedong and Maoism heavily influenced the Weather Underground (WUO). As a radical offshoot of Students for a Democratic Society (SDS), the group adopted Maoist ideology, focusing on anti-imperialism, third-world revolution, and the "people's war" strategy, aiming to overthrow the U.S. government through violent, revolutionary action. President Bill "He likes 'em youmg" Clinton granted Bill Ayers and Bernadine Dohrn clemency. President Obama faced intense scrutiny during his 2008 campaign regarding his professional and neighborhood acquaintance with Bill Ayers, a founder of the group, and his wife, Bernardine Dohrn, who were also associated with the Weather Underground. Members of the Weather Underground, known initially as the Weathermen, claimed responsibility for a series of bombings, including non-fatal but destructive ones at the Pentagon and U.S. Capitol. Truly, an insurredtion! The 1971 Weather Underground bombing of the U.S. Capitol is generally classified by the FBI and historians as an act of domestic terrorism. It was a planned, symbolic attack by a small radical group. In addition, three members died when their bomb-making session at a New York City town house went awry in 1970, and several members were convicted in a botched 1981 Brink's truck ambush during which two police officers and a guard died. The Weather Underground was heavily influenced by Mao Zedong and Maoist ideology. As a radical offshoot of Students for a Democratic Society (SDS), they embraced Marxist-Leninist doctrines, viewing themselves as revolutionaries combating U.S. imperialism through violence, directly inspired by Mao's theory of international struggle and "people's war". Former congresswoman and former Republican presidential candidate Michele Bachmann said, “I mean, who is she [Hillary Clinton]? I mean, she is an economic Marxist so she feels very much at home in those Mao suits.”


The District of Columbia Home Rule Act of 1973, signed by President Richard Nixon, granted D.C. residents limited self-governance, allowing them to elect a mayor, council, and Advisory Neighborhood Commissioners. It authorized the local government to pass laws, though Congress retains final authority over the budget, local legislation, and appoints local judges.  Congress reviews all legislation passed by the Council before it becomes law. Congress can intervene in local matters, such as overriding local laws on criminal justice or social issues. The Act was a compromise that established an elected government while keeping the District under federal supervision as a non-state entity. It followed a long, sometimes interrupted, push for local self-control, with the 50th anniversary observed in 2023. Invaded by Chrisian Socialists. People who want to say they "Love Karl Marx" but also "Love Jesus Christ". Jesus says, "No one can serve two masters. (Matthew 6:24 and Luke 16:13)"  Marx fundamentally opposed Christian socialism, viewing it as a hypocritical "holy water" justification for aristocratic heart-burnings and a tool that promoted submissive, passive behavior among the working class. While Christian socialists aimed to harmonize Christian ethics with social equality, Marx viewed religion as a detrimental ideology ("opium") that inhibited true revolutionary struggle, favoring instead a materialistic, structural, and often violent dismantling of capitalist society. Christian Socialists-"Having a form of godliness, but denying the power thereof: from such turn away. (2 Timothy 3:5)" Marx is calling Christian Socialists "hypocrites".  In the Blue Letter Bible Lexicon Strong's G5273 - hypokritēs is defined:
  • one who answers, an interpreter
  • an actor, stage player
  • a dissembler, pretender, hypocrite
Benjamin Franklin said, "Whether a Commonwealth suffers more by hypocritical pretenders to religion or by the openly profane? The most dangerous hypocrite in a Commonwealth is one who leaves the gospel for the sake of the law. A man compounded of law and gospel is able to cheat a whole country with his religion and then destroy them under color of law."


Christian socialism signifies a movement that blends Christian values with social justice and egalitarian principles. Although more historically aligned with labor movements, recent developments have highlighted the presence and influence of Christian socialists in Washington, D.C. 
  • Multi-Faith Engagement: Various faith leaders, including those from progressive Christian backgrounds, are organizing to challenge government practices they view as contrary to Christianity's core tenets. This includes efforts to document abuses, offer community support, and rally against harmful policies.
  • Coalition Building: There are ongoing initiatives where Christian socialists align with other faith-based advocacy groups to champion progressive legislation, effectively increasing their presence in governmental discussions and activism.
Amazingly, or not so, they are opposed to Christian Nationalists. The political landscape in D.C. also includes strong opposition from Christian socialists against the Christian nationalist agenda, which often promotes exclusionary policies. Leaders like Rev. Paul Brandeis Raushenbush frame their advocacy as an essential counter to what they perceive as a white Christian nationalist agenda, indicating a transformative positioning within political dialogues. Likened unto Obama. In a 2008 campaign speech, Barack Hussein Obama II declared: "After decades of broken politics in Washington... we are five days away from fundamentally transforming the United States of America". Hussein (also spelled Hussain, Husayn, or Hossein) is an Arabic male name meaning "good" "handsome" or "beautiful". It is a diminutive form of the name Hassan. The name holds deep significance in Islam, as it was borne by the grandson of the Prophet Muhammad Husayn ibn Ali.  It does not appear in the Old or New Testament. The influence of Christian socialists in Washington D.C. appears significant, especially as they often align with broader progressive movements. They advocate for policies that reflect their interpretation of Christian values, particularly focusing on social justice, inclusivity, and the protection of marginalized communities. Their efforts complicate the political narratives around religion's role in governance, challenging more dominant nationalist interpretations. The agenda often described as the "Trump Christian National agenda" aims to reorient the U.S. federal government around conservative "biblical principles" focusing on bolstering religious freedom for Christians, dismantling the separation of church and state, and implementing social policies aligned with evangelical and conservative Catholic beliefs. While Donald Trump has sometimes disavowed specific plans like Project 2025, his administration and allies are actively pushing this agenda through executive actions and key appointments. What they adversely oppose are the common sense responses of the day noted as the 80/20 issuses. They prefer the 20 issues because they adhere to Party over the Lord everyday. Some of the issues that they support include:
  • Men in Women's Sports
  • Giving Voting Rights to Non-Citizens
  • Ending the Deportation of Illegal Aliens
  • Birthright Citizenship for All
  • Expanding DEI in Businesses and Cultural Institutions
  • Teaching "Unlimited" Sexual Concepts in School
  • No School Prayer or Bible Study in School
  • Tax On Tips and Overtime
  • Eliminating Free Speech
  • Creating a "Woke" Society
  • Keeping Obamacare


The Democrats seized the District in their pursuit to overthrow the federal government, the Constitution, and the Nation. People in DC swear their allegiance to the Party and its icons before God, family and country. This alliance has destroyed justice, education and the well-being of the Nation's cultural institutions for the sake of the Revolution. The Revolution silently defeated the Republicans and seized the Capitol City. In the 1970s, the US did not experience a Marxist revolution, but the "New Politics" movement aimed to shift the Democratic Party leftward, incorporating New Left activists from antiwar and social movements. Socialist groups like the Democratic Socialist Organizing Committee (DSOC) sought to align labor and social movements within the Democratic Party, while separate Marxist-Leninist groups, such as the Revolutionary Communist Party (founded 1969) or the Democratic Workers Party (1974-1987), operated outside it. 

The Democrats have seized the Capitol City. Republicans must take it back and save it from National Security threats. Vladimir Lenin viewed the seizure of Moscow in 1917 as a critical, potentially bloodless, and immediate necessity to establish Bolshevik power alongside Petrograd. He believed that taking Moscow first or simultaneously would secure a "tremendous basis" for the revolution. He later relocated the capital to Moscow in 1918 to ensure security and centralize administration. Lenin led the Bolshevik party to power during the October Revolution of 1917, overthrowing the Provisional Government and seizing control of key cities. While the main uprising occurred in Petrograd on November 7, 1917, Bolshevik forces also fought to take control of Moscow against armed resistance. The Bolsheviks were a radical, far-left faction of the Russian Social Democratic Labour Party (RSDLP) that split from the Mensheviks in 1903, led by Vladimir Lenin. Under Lenin's leadership, they seized power in the October Revolution of 1917, transforming Russia into the first socialist state and eventually forming the USSR. The capital city is usually but not always a primary target in a war, as capturing it usually guarantees capture of much of the enemy government, victory for the attacking forces, or at the very least demoralization for the defeated forces.

Dr. Calvin Rolark, founder of The Washington Informer and a stalwart proponent of D.C. Home Rule, advocated for local control over key institutions to increase citizen involvement and ensure an independent judiciary. He strongly supported mayoral appointment of judges over federal control and favored an elected Attorney General for the District. Dr. Rolark wrote in the Informer's "The District’s Home Rule History and Statehood Goal", “I think it’s theoretically possible [to gain statehood], though I don’t think there is enough energy in the streets to make it happen. Ultimately you have to scare the members of Congress by un-electing some of them as we saw in 1972 and there is not enough energy to un-elect people in any significant way,” [Walter E.] Fauntroy said. “I am probably a little less hopeful now than I was at the time that I wrote Home Rule and this was over a decade ago, in part because I think that the kind of street mobilization that you need is not on the radar of many of the people who need to be in the streets and organizing not just here in the District but around the country to try to get this done. I’m frustrated, very frustrated by that generally.” Fauntroy was a socialist Christian like Dr. King.

You can overthrow a government when 70% of the people are for the Revolution. The Democrats have seized the Capitol City to solidify the Revolution in the Nation. While the Democrats don't have the Nation, they have the Capitol City. D.C. is a Democrat stronghold that has voted for the Democrat presidential nominee with over 89% of the vote on average since 2000, functioning as a reliable "blue wall". Local leaders and national Democrats strongly advocate for making D.C. the 51st state (Washington, Douglass Commonwealth) to grant its 700,000+ residents voting representation. The District of Columbia has voted for every Democrat presidential candidate since 1964. In 2020, 92% of voters supported Joe Biden. While Democrats control local government (Mayor Muriel Bowser), Congress retains final authority over DC laws and budget under the Constitution. The push for statehood is a central issue for local Democrats and national progressive politics, aimed at correcting what they term a "democratic deficit". Beatrice Peterson and Benjamin Siegel in "Why Democrats want to make Washington, DC, the 51st state" write, "Republicans have long been critical of the push to make the District of Columbia the 51st state, and have accused Democrats of attempting to consolidate power in Congress -- given the likelihood that the state's Senate seats would be filled by Democrats.

The top Republican on House Oversight, Rep. James Comer, R-Ky., released a statement calling the Democrat effort an unconstitutional "power grab":

"D.C. statehood is all about Speaker Pelosi and liberal Democrats consolidating their power to enact radical policies nationwide like the Green New Deal, packing the Supreme Court, and eliminating the filibuster. The Democrats’ bill is unconstitutional and no amount of testimony can change that basic fact," Comer said. "The bill does not address the financial burden that would fall on the District if statehood was granted or other practical implications. H.R. 51 doesn’t rest in sound policy and is a dangerous political power grab that will ensure more government intrusion into Americans’ daily lives.""

Can you overthrow the Nation when 76% of the people want Revolution?

Overthrowing a government with 76% support is historically and theoretically feasible, as research indicates that active, sustained nonviolent protests involving just 3.5% of the population are often enough to topple regimes. A supermajority, such as 76%, provides immense popular legitimacy and the potential for overwhelming civic disobedience or broad-based pressure. The 3.5% rule is a concept in political science that states that when 3.5% of the population of a country protest nonviolently against an authoritarian government, that government is likely to fall from power. The rule was formulated by Erica Chenoweth in 2013. It arose out of insights originally published by political scientist Mark Lichbach in 1995 in his book "The Rebel's Dilemma: Economics, Cognition, and Society". Other scholars have criticized the dataset used to construct these findings for being too narrow in scope, though that dataset has been expanded since the rule's original formulation. A 76% consensus suggests that the current government has lost the "consent of the governed," which is a foundational concept for the right to alter or abolish a government.  Despite high popular support, success depends on whether that 76% is active and unified, whether the military and security forces remain loyal to the government or side with the people, and the ability of the populace to withstand state repression. Historically, regimes that lose the support of such a vast majority of the population often collapse or are forced to reform, as sustaining power against widespread opposition is exceptionally difficult. This has allowed RINO's to graze about the Land. RINO is an acronym for "Republican In Name Only" a derogatory label used within the GOP to describe members perceived as insufficiently conservative or disloyal to the party's mainstream, particularly to MAGA. It is used to label politicians who supposedly align with liberal policies, such as tax increases or gun control. 

As of March 31, 2016, Democrats make up 76 percent of the registered voters in the District of Columbia, while 6 percent are registered with the Republican Party (represented by the District of Columbia Republican Committee), 1 percent with the D.C. Statehood Green Party, less than 1 percent with the Libertarian Party (represented by the Libertarian Party of the District of Columbia), and 17 percent with no party or other. A 76% majority represents a significant, dominant mandate in Democrat systems, often referred to as a supermajority or a "super-representative" vote. While a "simple majority" (more than 50%) is typically sufficient to control a legislative body, a 76% majority provides a party with overwhelming power to pass legislation and make policy decisions with minimal opposition. Democrats have historically pursued statehood for Washington, D.C. as a means to secure two reliably progressive Senate seats and increase their influence in Congress. Proponents argue it is a necessary step for representation of local residents, while critics view it as a political maneuver to consolidate power. Republicans last held significant power in DC municipal government during the Reconstruction era (late 1860s-early 1870s), specifically with the territorial government established in 1871. Since Home Rule began in 1974, the District has been overwhelmingly Democrat, with no Republican mayor or council majority elected. Following Reconstruction, Democrats gained control of Washington, D.C., primarily by dismantling local self-rule and implementing federal, appointed commission systems that favored white, conservative, and often Southern Democrat interests. This shift involved suppressing the Black vote and removing Republican political influence in the district through disenfranchisement and structural changes. David Weigel in "How Trump’s DC takeover divided the city’s Democrats" writes, "President Donald Trump used a template for his takeover of DC policing that’s worked for him before: Move quickly, establish a large and visible security presence — then wait for Democrats to splinter over how to respond." Weigel reports, "The Trump administration has exploited that division and previewed the sort of changes it wants to force on the city, potentially with some Democratic buy-in. Trayon White, an indicted Democratic city council member who in 2023 called for the National Guard to enter the DC “war zone,” wrote on Instagram that the president could be fixing a problem.

“It’s not popular, but I hear from our senior citizens and they are afraid,” White wrote. “I am not against additional support led by DC (not a takeover) in the community, especially when AK47s and 30-40 rounds are prevalent at these crime scenes and MPD numbers are low.”"

Based on available polling and political analysis, there is no evidence that a measurable or significant number of elected Democrats or the Democrat voting base in Washington, D.C., are advocating for a Marxist revolution.

However, the results indicate significant, often ideologically-driven, commentary regarding the influence of far-left ideology in the party:

  • Positive Views on Socialism: Recent surveys (late 2025) indicate that a significant number of Democrat voters hold favorable views of "socialism" (roughly 62% to 66%), often viewing it as a solution to economic inequality rather than a strict adherence to Marxist-Leninist revolution.
  • Political Commentary vs. Reality: While some conservative commentators and politicians argue that the Democrat Party has been "hijacked" or is influenced by "Marxist-style revolutionaries" and the Democrat Socialists of America (DSA), these claims are frequently part of partisan political rhetoric, particularly in the context of the 2024 and 2025 electoral landscape.
  • Ideological Shifts: The Democrat Party has seen a rise in "progressive" or "socialist" platforms, with some reports noting that nearly 1/4 of the House of Representatives belongs to a progressive wing, which some opponents label as socialist.
  • Actual Communist Presence: While minor, fringe groups like the Communist Party USA (CPUSA) may express support for disrupting the current system, they are not part of the mainstream Democrat Party structure. 

As of now, Janeese Lewis George is the only current member of the DC City Council affiliated with the Democratic Socialists of America (DSA). She has been noted for her alignment with democratic socialist principles in her political endeavors and is running for mayor in the upcoming elections.

Additionally, Aparna Raj, who formerly served as the chair of the Metro DC DSA, is a candidate running for a council seat.

D.C. remains a sanctuary city. The city maintains policies that limit cooperation with federal immigration enforcement, primarily through the Sanctuary Values Amendment Act of 2020. This law prohibits local law enforcement from detaining individuals on behalf of federal authorities without a judicial warrant and restricts federal immigration officials from inquiring about the immigration status of individuals in local custody. ICE generally does not need a judicial warrant signed by a judge to make arrests or to enter non-public areas, relying instead on administrative warrants (Form I-200/I-205) issued by ICE supervisors. While legal, this practice is distinct from criminal law; however, they cannot enter a home without consent or a judicial warrant, unless an emergency exists. These are civil documents signed by an ICE supervisor, not a judge, authorizing the arrest of a person suspected of violating immigration law. ICE does not legally require local law enforcement cooperation to operate, as immigration enforcement is a federal responsibility, but they heavily rely on it for efficiency. Cooperation, such as through the 287(g) program, helps ICE identify, arrest, and remove individuals from local jails, while a lack of cooperation, often in "sanctuary" jurisdictions, requires ICE to conduct more community-level, at-large arrests. The Nation's Capitol is a sanctuary city. The D.C. Council is currently probing Police Chief Jeffery Carroll over concerns related to the Metropolitan Police Department's (MPD) cooperation with Immigration and Customs Enforcement (ICE). Trump and Congress must end the Marxist pursuits of the Mayor and DC City Council that have created so many national threats. It can't be just a Rah-Rah Speech at the State of the Union. For the good of the Nation and an example to all, Trump and Congress must seize the City from the Revolutionaries quickly, with all power and control. 


To end the false worship of Karl Marx by the DC Mayor and City Council, we must eliminate the policies of the false idol. In the Bible, false idols were handled with zero tolerance, requiring the absolute destruction of images, altars, and shrines to ensure exclusive worship of Yahweh. Commands included burning, smashing, and tearing down pagan idols, often leading to severe divine judgment, exile, or death for those who worshiped them.  Got Questions in "How are idols connected to demons (Deuteronomy 32:16-17)?" write, "The Hebrew text here uses what is called synonymous parallelism, in which two or more lines communicate the same idea using different words. In this case, the parallels include “strange gods” and “demons that were no gods.” Grammatically, the demons and the foreign gods are the same. The text clearly connects pagan worship with evil spirits. The false gods are in contrast with the true God, the “Rock” in verses 15 and 17." Jolene Almendarez in "NKY GOP lawmakers call Democrats party of 'demonic possession' amid Charlie Kirk's death" writes, "Northern Kentucky Republican lawmakers have offered an outpouring of prayers and support for conservative political influencer Charlie Kirk after he was shot dead at a speaking event Wednesday. But the killing also prompted some of them to label Democrats and leftists as a "death worshipping, terroristic cult" and the party of "insanity, demonic possession."" You do the Math. It's time to start tearing down the idol policies.

One of the Marxist Institutional Structures that must end immediately is the DC Green Bank. DC Green Bank Brandi Colander, a former official from the Obama administration (Interior Department and White House Council on Environmental Quality), was announced as the permanent CEO of DC Green Bank in October 2025. I would like to know why permanent? The Green Bank says, "Ms. Colander has extensive experience across the public and private sectors, including serving as the Deputy Assistant Secretary at the U.S. Department of the Interior and Deputy General Counsel at the White House Council on Environmental Quality. In these roles, she advised Cabinet leaders on regulatory, policy, and infrastructure matters. In the private sector, she has led corporate functions and advised Fortune 500 company executives." Ms. Collander says, “This opportunity is an honor, particularly during an exciting time in our maturation. Together with our team, board, and partners, we will strengthen our foundation, deepen our mission-driven focus, and chart bold new paths for sustainable investments in resilient infrastructure,” She played a role in a big office to residential deal in DC. The Geneva, a $750 million office-to-residential conversion in Washington, D.C., secured a record-breaking $465 million C-PACE loan (within a total $575 million financing package) in January 2026, marking the largest C-PACE deal in U.S. history. Developed by Post Brothers at 1825-1850 K St NW, the project will deliver 532 units and 60,000 sq ft of space. A Commercial Property Assessed Clean Energy (C-PACE) loan is a financing mechanism allowing owners of commercial, industrial, or multi-family properties to fund energy efficiency, water conservation, and resilience projects with no money down. It is repaid over 15-30 years via a voluntary assessment on the property tax bill. Nuveen Green Capital provided the $465 million C-PACE financing, which is crucial for the adaptive reuse, as reported by CNBC. The project converts a vacant office building into 532 residential units, including 60 permanently affordable units (10% of the total). C-PACE projects generally utilize private capital, Chinese-based capital, banks, or investors can participate in financing. 

The building is located near Dupont Circle, a major contribution to Mayor Bowser’s Downtown Comeback Plan. The city launched a $26 million venture capital program to support DC-based tech startups, with partners including K Street Capital. Bowser’s Downtown Comeback Plan focuses on rejuvenating DC's core by creating 35,000 jobs and adding 15,000 residents by 2028, with specific emphasis on the Gallery Place/Chinatown area. Simultaneously, the Mayor faced intense pressure from Congress to sever a long-standing "sister city" relationship with Beijing, China, amid concerns over CCP influence. The Geneva is a $750 million office-to-residential conversion primarily financed by a record-breaking $465 million in C-PACE funding from Nuveen Green Capital. Additional funding includes a $110 million senior loan from Mavik Capital Management and support from the District’s Housing in Downtown (HID) program, which provides tax abatements. Mavik is an opportunistic credit manager focused on US commercial real estate and special situations. Mavik specializes in U.S.-based commercial real estate credit, distress, and special situations. As of early 2026, the District of Columbia holds very high, investment-grade credit ratings despite recent downgrades due to federal workforce reductions and commercial real estate declines. Moody’s rates the District Aa1 (negative outlook), while S&P Global and Fitch Ratings have affirmed a AA+ (stable outlook) rating.

SistaSCOTUS (often associated with the hashtag #SheWillRise) is an advocacy group and initiative founded by a group of Black women in 2020 with the primary goal of ensuring the appointment of the first Black woman to the United States Supreme Court. The organization was created to end the decades-long exclusion of Black women from the highest court in the country and to educate communities on the importance of federal courts. The group was formed by Kim Tignor, Brandi Colander, Sabriya I. Williams, and April Reign. They held rallies, virtual talks, dance parties, and policy discussions to mobilize support and raise awareness. The group's goal was realized with the nomination and subsequent confirmation of Justice Ketanji Brown Jackson in 2022. Following the confirmation of Justice Jackson, the group continued to focus on the impact of this historic appointment and the importance of representation in the judiciary. The campaign aimed to celebrate and advocate for the nomination of a Black woman to the Supreme Court of the United States, specifically rallying behind now-Justice Ketanji Brown Jackson. 

  • Intersectionality: Similar to the goals of Black Lives Matter in fighting for racial justice, SistaSCOTUS highlighted that Black women exist at the intersection of various oppressions, advocating for them to be in positions of power to ensure their perspectives are represented.

Brown's ongoing efforts are pivotal in the broader landscape of social justice and civil rights, making her a key figure in the Black Lives Matter movement. In 2016, Brown and fellow activist Cliff Albright founded Black Voters Matter, an organization whose work is credited with significant voter registration and get out the vote efforts in several elections. In an interveiw with Greg Palast,"LaTosha Brown: They’re constantly skimming votes", she admits to the voting troubles in Georgia. Brown states, "I was in line for hours waiting because we were told that the machines themselves, the machines that the state of Georgia actually spent over $102 million on — brand new machines — for some reason, once again, they forgot to get the cords for them. They didn’t have enough power cords for them. Once again, these machines that they spent hundreds of million dollars on, they didn’t have the key for, which was actually the code. The poll workers didn’t have a code. So we keep seeing… we’ve got these resources going to these new technologies, but a we’re seeing the same old problems that our community has seen in the past, which we know are all forms of voter suppression."

When Jackson was officially nominated, Colander expressed her joy, stating, "The her-story written today alone is epic." This sentiment was echoed among activists, who felt a profound sense of visibility and acknowledgment within the political sphere. Colander's dual focus on social justice and sustainability reflects a holistic approach to advocacy, illustrating the interconnectedness of civil rights and environmental issues. Her ongoing efforts continue to inspire many leftists within the Black community and beyond, driving forward the conversation around representation in all spheres of public life. Colander is the Senior Vice President of Corporate Affairs and Chief Sustainability Officer at Enviva. In her role, she manages multiple teams focusing on communications, community relations, government and regulatory affairs, and sustainability initiatives. ENVIVA Biomass, a leading producer of wood pellets for biomass energy, has been under scrutiny for allegations regarding its environmental practices and more broadly, its connections to foreign influences, particularly concerning the Chinese Communist Party (CCP). Recent complaints have been filed against ENVIVA for allegedly misleading investors about its climate impact. Environmental organizations argue that its claims lack transparency, particularly regarding emissions from burning wood pellets and sourcing practices. Investigations have indicated that the company's operations may not align with its sustainability branding and could harm the ecosystems from which it sources its materials. In the broader context of environmental policy and national security, there have been discussions in U.S. political circles about the potential influence of foreign entities like the CCP on American industries, including renewable energy. Although ENVIVA is not directly linked to the CCP, the scrutiny around its operations fits into a larger narrative of caution against foreign investment and influence in critical sectors.

Colander, serving as the CEO of DC Green Bank, has collaborated closely with Mayor Muriel Bowser on initiatives aimed at enhancing sustainable development and affordable housing in Washington, D.C. Their partnership exemplifies the city’s commitment to integrating sustainability into urban planning and housing projects.

There are incidents that underscore the importance of vigilance in managing public funds and ensuring that sustainability goals are met without financial misconduct.

Members of Congress and the Select Committee on the CCP have raised concerns that the Chinese Communist Party (CCP) exerts influence on the Washington, D.C. government, specifically through a long-standing "sister city" relationship with Beijing established in 1984. Lawmakers argue this partnership allows for CCP propaganda and intelligence activities, prompting legislation to terminate it.  The Select Committee on the CCP asserts that the CCP uses such, partnerships, often managed by the United Front Work Department, to advance its, interests, and that, this poses, security risks. The US-China Economic and Security Review Commission report: "China uses “United Front” work to co-opt and neutralize sources of potential opposition to the policies and authority of its ruling Chinese Communist Party (CCP). The CCP’s United Front Work Department (UFWD)—the agency responsible for coordinating these kinds of influence operations—mostly focuses on the management of potential opposition groups inside China, but it also has an important foreign influence mission. To carry out its influence activities abroad, the UFWD directs “overseas Chinese work,” which seeks to co-opt ethnic Chinese individuals and communities living outside China, while a number of other key affiliated organizations guided by China’s broader United Front strategy conduct influence operations targeting foreign actors and states. Some of these entities have clear connections to the CCP’s United Front strategy, while others’ linkage is less explicit. Today, United Front-related organizations are playing an increasingly important role in China’s broader foreign policy under Chinese President and General Secretary of the CCP Xi Jinping."

The DC Green Bank, established in 2018 to catalyze clean energy investment, has recently focused on projects like affordable housing retrofits and securing $62.45 million in EPA Solar for All funds. President Obama’s climate strategy focused on cutting domestic carbon emissions and securing international funding for climate resilience. He pledged $3 billion to the Green Climate Fund (GCF), with $1 billion delivered by January 2017 to aid developing countries. Key initiatives included investing in clean energy, which increased solar power twenty-fold, and supporting a $4 billion private-sector investment in clean technology. The DC Green Bank, a quasi-public entity authorized in 2018, accelerates clean energy, energy efficiency, and sustainability in Washington, DC, by leveraging public funds to attract private investment for local projects. It is a member of the Green Bank Network (GBN), an international group, rather than a direct component of the "World Economic Council," focusing on local impact. The GBN is an international collaboration of specialized, mission-driven finance institutions—founded in 2015 alongside UN climate meetings—that leverages public funds to accelerate private investment in low-carbon, climate-resilient projects. Bowser participated in the 2023 United Nations Climate Change Conference held in Dubai.

  • Delegation Role: Mayor Bowser was part of a bi-partisan delegation representing the U.S. Conference of Mayors. Her involvement highlighted the importance of local action in addressing climate change, aligning with global leaders to negotiate and commit to sustainable policies.
  • Meetings and Discussions: While in Dubai, she engaged with international leaders on various topics, including infrastructure, education, and sports, while also promoting Washington, D.C., as a destination for investment and tourism.

Under her leadership, D.C. aims to achieve net-zero carbon emissions by 2050, which includes developing low or no-carbon buildings and implementing waste reduction strategies. To become net zero, a city must drastically reduce greenhouse gas emissions across all sectors—primarily buildings, energy, transport, and waste—to near zero, balancing any remaining emissions through carbon removal. This requires implementing energy efficiency, shifting to 100% renewable energy, electrifying transportation, and adopting circular economy waste management. Making mandatory solar installation a requirement for homeowners is a significant, proactive strategy for cities striving to achieve net-zero, with California and cities like Lancaster leading this approach. While not the only way to reach net-zero, it is increasingly seen as a critical tool for reducing building-related emissions. Net zero refers to achieving a balance between the amount of greenhouse gas emissions produced by human activity and the amount removed from the atmosphere, aiming for a net total of zero. It requires rapidly cutting emissions as close to zero as possible, with remaining, hard-to-abate emissions offset through carbon removal, such as reforestation or technological solutions. This goal is essential to limit global warming to 1.5°C and avoid the worst impacts of climate change.

GBN members have collectively closed billions in clean energy transactions. President Joe Biden administration has created a $20 billion national "green bank" network under the EPA’s Greenhouse Gas Reduction Fund to finance clean energy projects, particularly for low-income and disadvantaged communities. This initiative provides low-interest loans for rooftop solar, energy efficiency, and clean technology. It is often associated with the Coalition for Green Capital (CGC), which acts as a central hub for these state and local financing entities. The Green Bank Network (GBN) is a membership organization formed to foster collaboration and knowledge exchange among existing green banks, enabling them to share best practices and lessons learned. The CGC is a U.S.-based non-profit accelerating clean energy investment through green banks. While primarily focused on US federal funding, it has engaged internationally, including in Beijing. In contrast, China operates its own, separate China Green Carbon Foundation (CGCF) to address climate change. The GBN also aims to serve as the global go-to source of knowledge of the green bank model and a resource network for jurisdictions that seek to establish a green bank. the Natural Resources Defense Council (NRDC) serves as secretariat of the Green Bank Network, implementing GBN activities. NRDC has worked in China since the 1990s, engaging in, and sometimes criticized for, close cooperation with Chinese government agencies. The NRDC supports the Green Bank Network (GBN), a global initiative that facilitates investments in clean energy technologies like wind and solar. Critics have alleged that such environmental collaborations may align with Chinese Communist Party (CCP) interests,, potentially influencing U.S. policy.

The Elephant in the Room: Does Communist China Fund Green Groups in the US?

China has been actively involved in the U.S. solar industry, particularly in terms of investments and supply chain dynamics. 

Scale of Investments

  • $80 Billion in Overseas Cleantech: Chinese firms have committed around $80 billion in clean technology investments overseas in recent years. This is part of a broader strategy to address excess production capacity and seek new markets.
  • Focus on Solar: Solar technology, particularly photovoltaic (PV) panels, has been a significant area of investment. China holds over 80% of the global manufacturing capacity for PV panels, which gives it considerable leverage in the market.

Market Dynamics

  • Supply Chain Oversupply: China's solar manufacturing sector has been characterized by oversupply, leading to substantial price reductions globally. Prices for solar panels fell by 42% in 2023 due to this excess capacity.
  • Competitive Pricing: Chinese solar products have become significantly cheaper compared to U.S.-made panels. The pricing advantage is attributed to state support and the scale of production.

David Blackmon of Forbes in "Senate Hearing Explores China’s Role In Funding U.S. Climate Groups" writes, "[Senator Ted] Cruz alleged in his opening statement and throughout the hearing that EFC has in recent years injected millions of dollars to U.S. advocacy groups like the Natural Resources Defense Council (NRDC) and the Rocky Mountain Institute (RMI) in support of their litigation and messaging targeting the oil, gas, and coal industries. Those efforts align with China’s strategic interests given that the country controls critical supply chains for critical minerals, batteries, solar panels, and other energy technologies." 

While specific, up-to-the-minute numbers on the exact count of Chinese-manufactured solar panels in Washington, D.C. are not publicly tracked, the vast majority of installed panels in the U.S. utilize Chinese components or are manufactured by Chinese firms in Southeast Asia. D.C. has over 300 MW of installed solar capacity.  Despite U.S. trade restrictions, Chinese-owned firms control over 80% of the global solar supply chain. Many panels labeled "made in" Southeast Asia (Malaysia, Thailand, Vietnam, Cambodia) are produced by Chinese companies, which accounted for roughly 80% of U.S. imports in 2024. Large-scale solar developers in D.C., such as New Columbia Solar and Solar Energy World, install panels from a variety of global manufacturers, many of which are part of the Chinese supply chain. The Solar Energy Industries Association (SEIA) notes that Washington D.C. has experienced significant growth in solar installations in recent years, largely driven by the Solar for All program.

Solar for All like Medicaid for All. Solar for All aims to bring the benefits of solar energy to 100,000 low to moderate income families in the District. DOEE is partnering with organizations across the District to install solar on single family homes and develop community solar projects to benefit renters and residents in multi-family buildings. All Solar for All participants should expect to see a 50% savings on their electricity bill over 15 years and can be proud to have gone solar! 


Energy Foundation China (EFC) is a Beijing-based philanthropic organization established in 1999 that supports China's transition to a sustainable, low-carbon energy future. It provides grants for policy research, capacity building, and best practices in sectors like power, transportation, and cities. EFC operates under the supervision of the National Development and Reform Commission. EFC has deep, structural ties to the Chinese government. It acts as an intermediary, funding clean energy projects and policy development while often aligning with China's national, environmental, and economic goals. The People's Republic of China and the Chinese Communist Party (CCP) are deeply intertwined, with the CCP maintaining a monopoly on power as the ruling party. While the state structure has its own institutions, such as the National People's Congress (legislature) and the State Council (executive cabinet), the CCP controls all key decisions and personnel appointments. The CCP is the ultimate authority, and its leadership is constitutionally guaranteed. The phrase "party-state" accurately describes this system, where the Party (CCP) and the State (Government) are indistinguishable at the highest levels. Based on recent U.S. congressional reports and statements from officials in 2025-2026, the Chinese Communist Party (CCP) is increasingly viewed as an adversary, with lawmakers accusing it of conducting "unrestricted warfare" through espionage, fentanyl trafficking, and economic infiltration. Reports allege the CCP seeks to destroy the American economy and way of life. 


The solar panels are a national security threat! DC Green Bank’s mission is to provide access to capital, growing the clean economy to develop a more equitable, resilient, and sustainable DC. They offer financing solutions for DC businesses and community institutions to invest in solar energy, energy-efficient buildings, transportation electrification, and floodwater resilience. DC Green Book boasts in it's Fiscal Year 2025 Annual Report that its $75 million in loans has grown the organixation from one employee to 30 employees. In July 2018, Mayor Bowser signed a "historic" agreement making DC the first US City and second in the world to establish a Green Finance Authority. Bowser's Press Release porports, "Green Banks are capitalized with public funds which are then used to offer loans, leases, credit enhancements, and other financing services to close funding gaps for clean energy projects. Typically, Green Banks invest in mature clean energy projects, including commercially viable technologies, such as solar energy systems, energy efficiency measures, water management systems, and clean transportation infrastructure and equipment.

Green Bank financing enables private capital to fill gaps by reducing real and perceived risk, absorbing transaction costs, and providing private investors the chance to learn about new market opportunities with the security of government partnership. By creating a Green Bank, DC will be able to accelerate the deployment of clean energy technology by removing upfront costs, leveraging private investment, and increasing the efficiency of public dollars.

Establishing a Green Bank is the latest action the Bowser Administration has taken to prepare for climate change and ensure Washington, DC is sustainable and resilient for future generations. In December, the Mayor pledged to make Washington, DC carbon-neutral and climate resilient by 2050. Additionally, since coming into office, the Administration has pledged to uphold the goals of the Paris Climate Accord; launched Climate Ready DC; finalized the largest municipal wind power purchase agreement deal of its kind in the United States; and launched one of the largest municipal on-site solar projects in the country."

Green finance authorities are typically established and governed by national or regional governments, central banks, and financial regulatory bodies. They are often authorized through specific legislation, such as the Green Finance Authority Establishment Act (D.C. Law 22-155), to increase private investment in sustainable infrastructure. As of late 2020–2021, there were approximately 27 established green banks operating in 12 countries, with over 20 additional countries pursuing their development, according to the NRDC and Rocky Mountain Institute (RMI). These institutions are primarily located in high-income countries but are expanding globally to drive investment in clean energy. NRDC and RMI have offices in Beijing, China. RMI boasts of its China Program: Accelerating a Just and Equitable Energy Transition in China. RMI will "Collaborate with stakeholders, key experts, business, academia and industry leaders to provide in-depth technical expertise and conduct impact-driven research. Leverage market-focused mechanisms to accelerate decarbonization in power, heavy industries, building, transportation, rural, methane and other key sectors."

You know climate change is a hoax. Google AI wants you to know: "Scientific evidence and the overwhelming consensus of climate experts worldwide indicate that climate change is not a hoax. Data shows the Earth's temperature has risen by roughly 2 degrees total since 1850, with the rate of warming accelerating significantly since 1982." Dr. E. Calvin Beisner, an evangelical scholar and co-founder of the Cornwall Alliance for the Stewardship of Creation, is a prominent voice in the debate who has publicly stated that the idea of a catastrophic, human-caused climate crisis is a hoax. Dr. Roy Spencer in "Global Warming: Policy Hoax versus Dodgy Science" writes, "Now, 25 years later, public concern over global warming (aka climate change) is at an all-time low remains at the bottom of the list of environmental concerns.

Why is that?

Maybe because people don’t see its effects in their daily lives.

1) By all objective measures, severe weather hasn’t gotten worse.

2) Warming has been occurring at only half the rate that climate models and the IPCC say it should be.

3) CO2 is necessary for life on Earth. It has taken humanity 100 years of fossil fuel use to increase the atmospheric CO2 content from 3 parts to 4 parts per 10,000. (Please don’t compare our CO2 problem to Venus, which has 230,000 times as much CO2 as our atmosphere).

4) The extra CO2 is now being credited with causing global greening."

Average residential solar systems cost around $33,498 ($2.95/W) as of February 2026, often offset by high-value SRECs.

Without subsidy where would renewables be? According to the U.S. Energy Information Administration (EIA) and other reports, renewables receive significantly higher federal subsidies per unit of energy produced compared to fossil fuels. While renewables (wind, solar) accounted for 54% of federal energy support in FY 2022 ($15.6 billion), fossil fuels (coal, oil, gas) received 11% ($3.2 billion). 

DC residents have reported significant issues with home solar, including predatory sales tactics, aggressive door-to-door sales, and misleading claims that systems are "free" or fully covered by tax credits. Common complaints include hidden dealer fees, poor installation quality, and predatory loan contracts that increase monthly payments.

  • Misleading Sales Tactics: Salespeople often claim systems are "free," or that tax credits cover all costs, and pressure homeowners into signing contracts immediately.
  • Predatory Financing: Loans may include high, hidden dealer fees (often 30% or more) and, in some cases, fraudulent, forged, or unauthorized electronic signatures.
  • Poor Construction: Reports of shoddy installation, damage to homes, and unnecessary, expensive roof or electrical upgrades.
  • Inaccurate Savings: Promised energy savings often do not materialize, with some consumers seeing higher energy costs than before.
  • Targeted Areas: Predatory practices have been heavily reported in Wards 4, 5, 7, and 8. 
Remember, the goal is every home and building in DC with a solar roof by 2050-by force or by choice.


Chinese influence on the Solar Energy Industries Association (SEIA) revolves around managing the dominant Chinese solar supply chain while navigating U.S. trade restrictions. SEIA addresses this by advocating for domestic manufacturing growth, navigating anti-dumping/countervailing duties (AD/CVD) on Southeast Asian imports, and addressing supply chain risks related to forced labor concerns. SEIA in "Key Lawmakers Support Efforts to End U.S.-China Solar Dispute" reports "For months, the Solar Energy Industries Association (SEIA) has been working behind the scenes in Washington and Beijing to resolve the current conflict and head off an escalation of trade sanctions.  SEIA has warned U.S. negotiators that any settlement similar to the recently-announced EU-China agreement would represent a blow to the U.S. solar industry because of an expected increase in solar prices.  SEIA also believes that any resolution of the U.S.-China solar dispute must recognize the interests of all stakeholders, including American consumers, and not just one segment of the industry." Complaints regarding the SEIA primarily involve its role in industry lobbying, specifically using paid, conservative influencers to promote solar policies and advocating against trade restrictions on Chinese-manufactured panels. Other complaints stem from investor issues with the financial firm Signature Estate & Investment Advisors (SEIA). 

The DC Green Bank was established by Mayor Bowser and the D.C. City Council in 2018 through the District of Columbia Green Finance Authority Establishment Act to accelerate private investment in solar and sustainable projects. It operates as a quasi-governmental authority that leverages public capital to fund solar projects, often partnering with private lenders and developers like Flywheel Development and Aligned Climate Capital to serve low-income residents. The Obama administration (2009–2017) engaged in a complex, often adversarial, relationship with the Chinese Communist Party (CCP) regarding solar panels, characterized by promoting solar adoption while imposing tariffs to counter Chinese subsidies. In 2012, Obama imposed tariffs (31% or higher) on Chinese solar products following claims that unfair state support hurt U.S. manufacturers. There was a divide among Democrats regarding the Obama-era tariffs on Chinese solar panels, with some expressing concern over the impact on solar adoption while others supported protection for domestic manufacturing. When the Obama administration implemented heavy tariffs (ranging from 31% to 250%) on Chinese solar imports in 2012, it created a mixed reaction within the party and the broader industry: 

  • Concerns over Costs: Many in the industry, along with some supportive voices, warned that these tariffs would raise the cost of solar panels, potentially slowing down the rapid expansion of solar power in the U.S.
  • Support for Domestic Industry: Conversely, some Democrats, particularly those representing manufacturing-heavy regions, supported the tariffs as a necessary tool to protect U.S. manufacturing jobs against what were considered unfairly subsidized Chinese imports.
  • Context of the Time: The 2012 tariffs were a response to complaints from U.S. manufacturers (such as SolarWorld) that China was dumping cheap panels into the U.S. market. 
The Editorial Board of the Wall Street Journal in "Democrats embrace trade protectionism" write, "Rather than boost domestic manufacturing, the tariffs drove Chinese companies to move some production to Southeast Asia. China now makes up a mere 1% of solar imports while Malaysia accounts for 31%, Vietnam 29% and Thailand 26%. U.S.-made photovoltaic panels comprised about 20% of the solar market last year.

U.S. solar manufacturers now say Chinese companies are dodging tariffs. Maybe they are, but plunging photovoltaic panel prices have been a boon for U.S. solar power. Rob Wittman (VA-01), alongside Reps. Jen Kiggans (VA-02), Ben Cline (VA-06), and Morgan Griffith (VA-09), sent a letter to Secretary of Defense Lloyd Austin urging the U.S. Department of Defense to ensure any solar panels installed on the Pentagon or any U.S. military installation are made in America. China dominates the global solar supply chain, and the Biden administration’s green agenda fails to include clear procurement guidelines to prevent American dollars from benefiting one of our greatest adversaries.

“We are deeply concerned that the Department of Defense and the Department of Energy are not demonstrating appropriate attention to the economic and national security risks posed by pursuing this initiative when Chinese solar manufacturers continue to dominate the marketplace, historically violate U.S. trade laws, and advance the surveillance activities of Chinese military and intelligence agencies,” the lawmakers write. 

Most solar panels in the United States are sourced from China, and even domestically made panels rely on Chinese materials. Additionally, reliance on solar energy at the Pentagon would increase dependence on battery storage, with China being a major producer of lithium for batteries."

Biden did not warn of solar panels themselves as a risk; rather, in June 2022, he declared a 24-month emergency to boost U.S. solar manufacturing, labeling a lack of domestic capacity a national security risk. He invoked the Defense Production Act to accelerate production, primarily to counter reliance on imports from Southeast Asia. OCED was created by the Infrastructure Investment and Jobs Act (IIJA) with the purpose of cultivating the expertise required to provide high-quality, technology-independent management for large, commercially focused energy demonstration projects at DOE. The IIJA explicitly called for the establishment of OCED, and therefore DOE’s elimination of this office is undeniably illegal. Not only that, the dissolution of OCED increases the likelihood of project failures and taxpayer losses related to large-scale energy demonstration projects under DOE’s purview.

“It is worth remembering why Congress created OCED, for it was not a random or careless decision,” the Members wrote in their letter. “In the years preceding OCED’s creation, Congress witnessed the existing technology offices within DOE repeatedly struggle to manage large-scale energy demonstration projects, particularly projects related to nuclear technologies and carbon capture and storage technologies. The track records of these offices in managing large demonstration projects were extremely poor.”"

Xi Jinping has noted that China's system is "fundamentally incompatible with the West," making the "struggle and contest with Western countries... irreconcilable".  Ian Easton in "Xi Jinping’s Endgame for America" writes, "For some time now, the ruler of China has been talking about destroying the United States and the liberal world order that Washington helped create in the wake of World War II. Uncovered documents and never-before-translated speeches shine light on what Xi Jinping has in mind. His words are disquieting.

Five years ago this fall, the Chinese Communist Party (CCP) held its 19th National Congress in Beijing. To mark the occasion, Xi gave an iron man speech in the Great Hall of the People, standing in the limelight and reading his prepared remarks out loud for over three hours. Buried amid jargon-heavy prose was a remarkable line: “Ever since the Chinese Communist Party was first established, realizing communism has been the party’s supreme ideal and ultimate objective.”

That following spring, Xi gave another major speech in the Great Hall of the People. “Even though world socialism has had twists and turns in its path as it developed, the overall trend of human social development has not changed,” Xi declared. “We must deeply understand that realizing communism is an objective that happens in a historical process. It occurs in stages, one step at a time…We must struggle for communism our entire lives.”"

Congressman John Moolenaar questioned Muriel Bowser about the District’s troubling sister city relationship with Beijing. In "Moolenaar Questions DC Mayor on Capital's Ties to the CCP", Moolenaar writes, "Today, Congressman John Moolenaar questioned Muriel Bowser, the mayor of Washington, D.C., about the District’s troubling sister city relationship with Beijing. The questioning came as Bowser appeared before a hearing of the House Appropriations Committee’s Financial Services and General Government Subcommittee, which provides funding to the federal district. In response to Moolenaar’s questioning, the mayor promised to review the district’s sister-city relationship with Beijing.

“Our nation’s capital should be a celebration of our nation’s founding principles and the inalienable rights we enjoy as Americans. Having a sister city relationship with Beijing is a betrayal of those values and the District should end this relationship immediately. I hope that one day the liberties we enjoy as Americans will be enjoyed by the Chinese people, but until that day comes, Washington D.C. should stand for freedom and not with the Chinese Communist Party,” said Moolenaar, after the hearing.

Bowser traveled to Beijing, China, in November 2015 as part of a week-long economic development trade mission to Asia, which also included a stop in Shanghai. During this trip, she met with Beijing Mayor Wang Anshun to renew the Sister City agreement, met with business leaders, and promoted foreign investment in Washington, D.C.. Paid for by by private developers, some of whom had contributed to her FreshPAC political action committee. Anshun is a member of the Chinese Communist Party (CCP) and a former high-ranking official within the Chinese government. He was a member of the 18th Central Committee of the Chinese Communist Party and an alternate member of the 17th Central Committee. After resigning as mayor in 2016, he was transferred to the Development Research Center of the State Council. As is typical for the mayor of Beijing, Wang Anshun was a top-level official within the CCP structure. NRDC, a U.S.-based environmental non-profit, has collaborated with Chinese government, academic, and research partners—including those affiliated with the State Council—for over 20 years. They focus on clean energy, pollution control, and environmental law. Their work includes advising on climate policy and energy efficiency. Based on records, Mayor Bowser’s primary, high-profile interactions with Beijing officials occurred during an November 2015 trade mission, which included meetings with the Mayor of Beijing and the Dalian Wanda Group Chairman to discuss DC development projects. While a sister-city agreement existed between Washington, DC and Beijing, recent 2025 reports indicate U.S. Senators have probed Mayor Bowser regarding the status of this relationship. 

FreshPAC, a controversial political action committee (PAC) established to support Washington, D.C. Mayor Muriel Bowser, was shut down in November 2015 following intense public scrutiny and accusations of fostering a "pay-to-play" culture in the city government.  Founded by close allies of Mayor Bowser, FreshPAC operated in 2015 and capitalized on a campaign finance loophole that allowed it to collect unlimited, unrestricted donations during a non-election year. Critics, including local activists and former D.C. Attorney General Karl Racine, raised concerns because many of the top donors were individuals or businesses with, or seeking, millions of dollars in city contracts, as well as those seeking appointments to city boards. After raising approximately $340,000, and with the D.C. Council moving to close the fundraising loophole, organizers announced the PAC would close, calling it a "distraction" to the mayor. In December 2015, reports showed that FreshPAC returned roughly 86 cents of every dollar donated, totaling over $280,000 back to its contributors. Although Mayor Bowser initially defended the PAC, she eventually supported its decision to disband. The closure and subsequent legislative changes aimed to tighten campaign finance regulations in the District. As of late 2025/early 2026, reports regarding whether D.C. Mayor Muriel Bowser is under investigation for corruption are conflicting. While some reports indicated a Department of Justice (DOJ) investigation into a 2023 trip to Dubai funded by Qatar, U.S. Attorney Jeanine Pirro stated in November 2025 that Bowser is "not under investigation, nor is she the target of any investigation". While the DC solar program offers legitimate, high-value incentives like SRECs and grants, it has been plagued by reports of predatory sales tactics, inflated contracts, and utility mismanagement rather than traditional government "kickbacks". Key issues include Pepco undercrediting customers by over $800,000 and salespeople using deceptive tactics to lock residents into expensive, high-interest, or unnecessary contracts. Bowser has maintained close political ties with both the forner Obama and former Biden administrations. President Obama endorsed her 2014 campaign, calling her a "champion for working and middle-class families". She worked with the former Biden administration on federal-local issues, representing District interests. Leo Tolstoy wrote, "Government is an association of men who do violence to the rest of us."

The homes of DC have become the listening devices of Beijing. These, alongside installations at sites like the Joint Base Anacostia-Bolling and WMATA, support the city’s Solar for All initiatives to power government buildings and provide renewable energy to residents. YES, you read that right: Joint Base Anacostia-Bolling. Joint Base Anacostia-Bolling (JBAB) is a 1,018-acre installation in Southwest Washington, D.C., that houses over 70 mission partners including the Defense Intelligence Agency (DIA), Marine Helicopter Squadron One, and the U.S. Coast Guard Station Washington. It acts as a major military hub, supporting the Air Force Band, Honor Guard, and Navy Ceremonial Guard. The Defense Intelligence Agency (DIA) and broader U.S. defense apparatus are actively targeted by Chinese espionage, which uses cyber attacks, insider threats, and academic, to steal technology and influence policy. While not officially "influenced" in the sense of shifting policy, Chinese intelligence aims to recruit personnel to weaken U.S. security. Can you imagine how much data China is gobbling up thanks to Mayor Bowser and the DC City Counil?

Nuclear energy is generally better for providing consistent, 24/7 "baseload" power with a tiny land footprint, while solar is better for cost-effectiveness, fast deployment, and safety. Neither is objectively superior; nuclear excels in reliability, whereas solar leads in affordability and scalability. 

A 4 MW nuclear site, typically classified as a microreactor, requires a very small physical footprint, likely less than 1 to 5 acres for the actual power generation equipment. While traditional large nuclear plants need over 1,000 acres, modern small modular reactors (SMRs) can operate on roughly 15 acres, with microreactors requiring significantly less. Based on 2025-2026 reports, constructing advanced small modular reactors (SMRs) or microreactors, which the Trump administration aims to accelerate, is expected to take significantly less time than conventional plants—often estimated at around 3 to 5 years for construction. However, total planning, permitting, and construction can still span roughly 10 to 15 years. Under the Trump administration in 2025-2026, Small Modular Reactors (SMRs) and microreactors are prioritized as a core component of U.S. energy security and, according to a YouTube video from 2026, energy independence. Policies focus on accelerating deployment through massive federal funding, such as the DOE's $900 million solicitation for Gen III+ SMRs, and by streamlining regulatory processes. Is DC a small town or a big city? Geographically, Washington, D.C. is quite small—roughly 68 square miles—making it smaller than many US cities and 95% smaller than Rhode Island. However, it operates as a major urban center with a population of over 700,000, which is larger than Wyoming or Vermont. DC is heavily investing in solar, recently securing a $62.45 million EPA grant in April 2024 to expand its "Solar for All" program, aiming to benefit 12,000 low-to-moderate-income households. The city also utilizes the Renewable Energy Development Fund (REDF) and partners with the DC Green Bank, which has committed millions to local projects.


As of late 2025, EPA Administrator Lee Zeldin moved to cancel $7 billion in Solar for All grants, arguing that new legislation authorized the claw back of funds. While the administration claims the authority to rescind the money, legal challenges and Democrat lawmakers argue that revoking already-obligated funds is illegal and violates Congressional intent. On August 7, 2025, the EPA announced it would no longer implement the Solar for All program, affecting 60 previously awarded grants to states, tribes, and nonprofits. Therefore, while the administration is actively attempting and in some cases succeeding in stopping the funds based on court rulings, the legality and final outcome of the "claw back" are still being fought in the court system. The District of Columbia is part of a coalition of over 20 states that filed a federal lawsuit against the EPA in October 2025 to stop the cancellation of the $7 billion "Solar for All" grant program. The lawsuit alleges the EPA's move to claw back funding is an illegal, unconstitutional, and arbitrary termination of a program created under the 2022 Inflation Reduction Act. As of early 2026, the Republican-led 119th Congress and the Trump administration are actively pursuing the "claw back" (rescission) of funding authorized under the 2022 Inflation Reduction Act (IRA), focusing heavily on climate, energy efficiency, and IRS enforcement provisions. In 2025, the EPA terminated $20 billion in grants from the Greenhouse Gas Reduction Fund (GGRF) and announced it would no longer implement the $7 billion "Solar for All" program.

Congress and Trump must act now to end the national security threat of solar in DC. Delay will not suffice!
