Mayor of Washington D.C., Muriel Bowser, is not running for a fourth term and will be stepping down in January 2027.
Chief Pamela Smith said she will step down from her position leading D.C. police at the end of December 2025.

Smith was hired as the first Black female Chief of Police for Washington, D.C.'s Metropolitan Police Department (MPD) in July 2023, after serving as MPD's Chief Equity Officer and Assistant Chief, following a distinguished career as Chief of the U.S. Park Police, making history in multiple leadership roles before stepping down at the end of 2025.

WTOP reports, "“I’ve been running for 28 years, this has really been a fast paced role because it is in a major city, and I know the challenges that we faced have,” Smith said during a news conference Monday. “We’ve had some some some high points, that we’ve had some low points, but respectfully, right now, this is a personal decision for myself and for my family.”"
WTOP continues: "The D.C. police union praised Smith’s leadership Monday, while raising questions about her resignation.
“However, the Union questions the timing of this announcement, which comes amid active investigations by the House Oversight Committee and the Department of Justice into allegations of manipulation of crime statistics and mismanagement within the MPD,” the union wrote in a statement.
Back in August, the Justice Department opened an investigation into whether D.C. police officials falsified data to make crime rates appear lower.
The House Oversight Committee alleged the data was “deliberately manipulated” in an August news release announcing its investigation, which was reportedly prompted in part by a whistleblower."

In one two-week stretch, there wasn’t one homicide, which is, sadly, remarkable." Stimson continues, "resident Donald Trump’s focus on crime across America is timely and necessary. It’s epidemic in many blue cities in our country, and something must, and can, be done about it. His crackdown in Washington, D.C., proves that dramatic reductions in crime in cities acclimatized to perpetual lawlessness and violence are possible, but only if you have the political courage to do so."
Stimson writes, "Lax local laws passed by the D.C. City Council and local judges who give criminals a pass every day are major contributors to the city’s culture of violence. To fix these gaps, Congress is considering several proposals to fix the criminal justice system in D.C. permanently." He says lax laws, I give you Shadija Romero. Romero is involved in a legal dispute with homeowner Rochanne Douglas in Washington D.C., where Romero allegedly stayed in Douglas's Airbnb past her booking and claimed tenant rights, refusing to leave. Per Congress: "House Committee on Oversight and Government Reform Chairman James Comer (R-Ky.) is launching an investigation following disturbing allegations and whistleblower disclosures suggesting that leadership within the Metropolitan Police Department (MPD) in Washington, D.C., deliberately manipulated crime data in the District of Columbia. In a letter to MPD Chief of Police Pamela Smith, Chairman Comer noted that MPD recently entered into a settlement over allegations that senior officials falsified D.C. crime statistics to lower reported crime rates and the Committee is now requesting documents, information, and transcribed interviews with District Commander Michael Pulliam and the District Commanders of all seven patrol districts."

According to the whistleblower, while MPD took action against a single District Commander, the issue potentially affects all seven patrol districts, as MPD leadership allegedly instructed Commanders to routinely downgrade charges to artificially lower District crime statistics."

The authors continue, "The Supreme Court has repeatedly recognized that this federal control over the District is so complete that Congress can even treat it as a state for specific purposes, such as taxation or diversity jurisdiction. It can even extend to the District restrictions the Constitution imposes on states.
The District has been governed in several ways, including an elected city council and presidentially appointed mayor; a two-chamber legislature, one appointed by the president and the other elected; a three-member commission appointed by the president; and, since 1973, an elected mayor and city council.
Yet each time, Congress dictated how the district would be organized and governed. The Home Rule Act in place today expressly states that Congress “reserves the right, at any time, to exercise its constitutional authority as legislature for the District.”
The feds have stepped in before when the District was poorly governed. A deepening financial crisis due to reckless spending led Congress in 1995 to create the District of Columbia Financial Control Board, which directly ran the District’s finances for the next six years. The president also federalized the MPD, but Smith stayed on as chief amid the surge in federal law enforcement."
Congress, Bowser is stepping down. Take the burden of replacing Smith off her hands. Expand the Article II powers of President Trump to pick the next police chief. Per President Trump in Executive Order "DECLARING A CRIME EMERGENCY IN THE DISTRICT OF COLUMBIA" on August 11, 2025, it is written, "By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 740 of the District of Columbia Self-Government and Governmental Reorganization Act (Public Law 93-198), as amended (section 740 of the Home Rule Act), and section 301 of title 3, United States Code, it is hereby ordered:
Citizens, tourists, and Federal workers deserve peace and security, not fear and violence. The smooth functioning of executive departments and agencies, courts, diplomatic missions, and the Federal Government demands an effective law-enforcement mechanism capable of halting the precipitous rise in violent crime, not one that permits Government workers to be violently attacked by mobs or fatally shot close to the Federal buildings where they work."
Picking a police chief is critically important, often cited as one of the most crucial decisions a city manager makes, directly impacting public safety, community trust, and the entire city's quality of life, requiring a focus on modern leadership skills like community engagement, ethical culture, and crisis management, beyond just traditional operational experience. The right chief sets the department's tone and policies, while a poor choice can severely damage public confidence and internal morale.David Couper in "More on Seeking a Chief of Police", wrote, "The police chief should be a visible and accessible leader who thoughtfully strives to improve the effectiveness of police services. The leadership ability of the chief is the single most important ingredient in a good police agency. Police agencies, like all large bureaucracies, tend to resist change. Improvements can be made only if the person at the top is willing to challenge the status quo, take risks, be innovative, and build a coalition of support for change. Improvements are not automatic with a committed police chief, but they are impossible without one…"
The overall improvement should be a force focused on law and order not political manipulation. DC does not need political science policing. Bowser owed her Radical Left constituents patronage in order to keep her Black Card. With both Bowser and Smith exiting stage right, it is essential that Trup picks the next law and order police chief. Trump frequently uses the phrase "law and order," famously declaring, "I am the law and order candidate," in 2016, promising to restore it to the nation, viewing it as essential for freedom and prosperity, and often linking its absence to chaos and danger, while also directing federal action like mobilizing the National Guard to quell unrest in cities like D.C..
