ON SEPTEMBER 21, 2026: CONGRESS REPEAL AND AMEND SECTION 740 AND GIVE TRUMP AUTHORITY OVER DCMPD
Carpe Diem! Carpe diem is a famous Latin aphorism translating to "pluck the day" or, more commonly, "seize the day". It urges you to live intentionally in the present moment, appreciating today while placing minimal trust in what the future might hold. The moment has arrived. Days have become months. And months have become years of administrative malfeasance, citizen abuse and neglect and overall mismanagement by political representatives of the District of Columbia Democrat Party. In fact, if you asked a Washingtonian the last time that its local police force was managed well, they would probably pass out. Most legitimate District of Columbia Historiams would rummage the name, Charles Ramsey (April 1998 - December 2006). He was the longest-serving chief of the MPDC since DC Home Rule and the second longest-serving in Department history. If not the father of community policing, one of its most essential advocates.
Historians, city officials, and community members widely regard Charles H. Ramsey as the best chief in the history of the D.C. Metropolitan Police Department (MPD), serving from 1998 to 2006. He fundamentally modernized the agency, successfully cracked down on systemic corruption, and drove historic reductions in violent crime. He served under Mayor-for-Life Marion S. Barry, Jr. He served under the District of Columbia Financial Responsibility and Management Assistance Authority (DC Control Board). He served under Mayor Anthony A. Williams. He was "Mr. Chief of Police"!
Ramsey, in "A Study of Homicides in the Distrct of Columbia", wrote, "Over the last decade, the District of Columbia has experienced a dramatic decline in homicides, from 474 murders in 1990 to 242 in 2000 – a decrease of nearly 50 percent. This encouraging trend has continued – even accelerated – into 2001: through the first nine months of the year, homicides were down another 20 percent. If this trend continues, DC will likely end the year with its lowest homicide total since the mid-1980s."
Ramsey did not believe in arbitrary policing. Instead, throughout his long tenure leading departments in Chicago, Washington, D.C., and Philadelphia, he was a vocal advocate for constitutional policing, evidence-based strategies, and procedural justice. Ramsey—the renowned former Philadelphia and Washington, D.C. Police Commissioner—did not believe in arbitrary policing, but rather was a major advocate for evidence-based policing, community policing, and the protection of constitutional rights. He emphasized that police must be fair, transparent, and focused on serving their communities rather than relying on overly aggressive tactics. But he opened the door for the modern "defund the police" advocates. Yes, Ramsay supported reallocating portions of police budgets to community-based mental health and substance abuse services, arguing that police have historically been asked to handle social issues they are not inherently equipped to manage. Ramsey didn't believe in Diversity, Equity, and Inclusion (DEI). BUT he cracked the door and Mayor- elect Janeese Lewis George and her Democrat Socialist ilk kicked it in! George's stance on "defunding the police" originated from her 2020 campaign, where she advocated for divesting from the Metropolitan Police Department (MPD) to fund violence interruption programs. However, in her time on the council, she has repeatedly voted to fund the MPD while maintaining that true public safety requires expanding youth programming, mental health services, and jobs.
Damn! That means Kenyan McDuffie is the next criminal culprit. I hear he's out of work. Since being unemployed means you are more likely to become a criminal, Interim Chief of Police Jeffery W. Carroll, why not do "sting operations" at each of the DC Department of Employment Services offices? It would save time and money. Oh, I forgot, you can't police your way out of crime. By the way, shouldn't they be called the "Department of Unemployment Services"? The unemployment rate in the District of Columbia is 5.5%. Maybe if we focused more on the unemployed than the employed, we could bring that rate down a bit! You think?! Regarding, McDuffie, I hope you go home and tell your wife that you are out of work but you have career offers in criminal enterprises. DC statehood ilk have little interest in true public safety.
Ramsey went on to become President Barack Obama's leading advisor on improving law enforcement relations. Remember the guy that met with Black Lives Matter terrorists at the White House and had that famous beer with the Harvard University cop! President Obama famously had beer with a police officer and a Harvard professor at the White House on July 30, 2009, in an event dubbed the "Beer Summit." This meeting was organized to ease national tensions after the officer arrested the professor in what was deemed a racially charged incident. Yeah, Ramsey went to work with that Obama. Ramsey was appointed by President Obama in 2014 to co-chair the President's Task Force on 21st Century Policing. The task force was created to build trust between law enforcement and the communities they serve following national protests. That worked, not so much! John Buntin in the Governing's "Charles Ramsey: The Man Supposed to Fix America’s Relationship With Cops" wrote, "Ramsey isn’t a blame-the-police kind of guy." Obama was.
Before Ramsey, you have to go back to former Chief of Police Maurice J. Cullinane (December 1974 - January 1978) to identify someone who managed the DC Metropolitan police force (DCMPD) well and was respected in the "Streets" and on Capitol Hill. After Cullinane came the city's first Black police chief. Jefferson was known for his major disagreements with Mayor Barry. Peter Hermann in The Washington Post's "Burtell M. Jefferson, Washington’s first Black police chief, dies at 96" wrote, "The District’s first mayor under home rule, Walter E. Washington, appointed Mr. Jefferson chief in 1978, and he departed in 1981 as crime escalated and as he clashed with a new mayor, Marion Barry Jr., over budget cuts, the size of the department and what he considered Barry’s meddling in department operations."
DCMPD has been poorly managed for not days but ages. Putting our public safety at risk, to the point that it becomes a national security threat. The patient doesn't get better without immediate treatment and long-term attentions. This has to be done so without political surrender.
Lori Furstenberg, Chair, DC Chapter, The Conservative Caucus, writes, "This week's DC Briefing highlights the outstanding work of U.S. Attorney Jeanine Pirro and our federal and local law enforcement partners, whose recent operation dismantled a dangerous drug trafficking network operating near an elementary school in Southeast Washington. A two-year investigation utilizing 500 law enforcement officers reminds us what is possible when public safety is treated as a priority.
Unfortunately, even as these hard-fought gains are being made, Mayor-elect Janeese Lewis George - who served under Karl Racine as an Assistant Attorney General, where she focused on diverting juvenile cases to "behavioral health and restorative justice" before securing her DC Council seat - has been outspoken in her desire to return Washington to the pre-President Trump's Safe and Beautiful era policies, reviving the same failed approach that contributed to years of rising crime, violence, disorder, and family disintegration.
Washington, DC is finally vibrant, cleaner, and growing safer every day. There is still more to do, but we deserve better than going backward and losing the hard-earned progress we've made."
No anti-Trump strategist will keep the City safe!
DC has a decades-long pattern of financial mismanagement, ethics violations, and operational failures across multiple administrations. In fiscal year 2023, DCMPD exceeded its approved budget by approximately $130.7 million, spending $642.9 million against an authorized $512.2 million, largely driven by uncontrolled overtime expenditures. Interim Chief of Police Carroll, who reports to Mayor Muriel Bowser has been given the mismanagement reins from hid former boss, Pamela A. Smith. She served as the Chief of the Metropolitan Police Department (MPD) until late 2025, after which Carroll took over as Interim Chief. Smith, who assumed the permanent role of Chief in November 2023, previously served as Carroll's supervisor during her tenure. "This message will repeat until there are none left to read it.". Under the D.C. Home Rule Act, the MPD is traditionally operated by the mayor, though federal control of the department has occasionally been invoked during emergencies. Bowser, a political leader who once said, “So you ask me what are we doing differently and here’s the truth. Wherever I have seen spikes in gun violence, throughout my tenure from ANC, to the council, to mayor We've literally thrown everything at the problem. And we watch to see what works and we adjust as we go along.” DCMPD faces significant scrutiny regarding the management of its Department, with mounting evidence of administrative challenges, data manipulation controversies, and record-high public complaints.
Key Management and Oversight Issues
- Crime Data Manipulation: A sweeping internal MPD investigation—which resulted in the discipline of over a dozen high-ranking officials and the resignation of former Police Chief Smith—revealed evidence that supervisors were downgrading felonies (such as shootings and carjackings) to lesser offenses to falsely project a safer city.
- Federal Intervention: Amid these issues and elevated violent crime rates, the MPD faced major federal involvement, including the deployment of the D.C. National Guard and U.S. Attorney General involvement.
- Record Citizen Complaints: Public scrutiny extends to officer conduct as well. Complaints against the MPD reached a record high, with the Office of Police Complaints (OPC) logging a 13% spike, driven largely by allegations of harassment and unlawful arrests.
- Staffing and Morale Crises: The MPD has suffered severe officer attrition and plunging morale, with officers attributing the high turnover to understaffing, excessive overtime requirements, and a toxic command culture.
- Rehiring of Misconduct Officers: Critics also point to systemic issues in the disciplinary process; according to a D.C. Auditor report, millions have been spent retaining or re-hiring officers previously found guilty of serious misconduct.
A football team started the year 0-8. When a reporter asked the owner what was the reason. He explained to the journalist that "it was because we hired a new janitor but we are firing him today." The team finished the season 1-15. The same journalist asked why the teamwas so bad this year. The owner responded, "We were not so bad. We fired the janitor and then, won the next game. Maybe if I had fired him sooner, we would have won more games." And there is a great river called the Nile! NBA legend Michael Jordan once said, "Talent wins games, but teamwork and intelligence win championships." I'll put it another way, "Players win games but owners win championships starting with great management!" Great management, DC MPD, under the Mayor and the Mayor-Elect, ain't got!
Management and strategy are lacking and put the Nation at risk. Bad management and strategy do not get fixed overnight unless you are willing to take drastic measures. Ask Sun Tzu. Sun Tzu’s The Art of War diagnoses bad management as a failure of leadership, communication, and strategy. He isolates three main ways leaders "bring misfortune" to their teams: commanding the impossible-socialized policing is impossible, treating a specialized unit like a general administration, and mismanaging personnel. The FIX. Here's a story that I love:
Sun Tzu Wu was a native of the Ch`i State. His ART OF WAR brought him to the notice of He Lu, King of Wu. He Lu said to him: “I have carefully perused your 13 chapters. May I submit your theory of managing soldiers to a slight test?”
Sun Tzu replied: “You may.”
He Lu asked: “May the test be applied to women?”
The answer was again in the affirmative, so arrangements were made to bring 180 ladies out of the Palace. Sun Tzu divided them into two companies, and placed one of the King’s favorite concubines at the head of each. He then bade them all take spears in their hands, and addressed them thus: “I presume you know the difference between front and back, right hand and left hand?”
The girls replied: "Yes.".
Sun Tzu went on: “When I say “Eyes front,” you must look straight ahead. When I say “Left turn,” you must face towards your left hand. When I say “Right turn,” you must face towards your right hand. When I say “About turn,” you must face right round towards your back.”
Again the girls assented. The words of command having been thus explained, he set up the halberds and battle-axes in order to begin the drill. Then, to the sound of drums, he gave the order “Right turn.” But the girls only burst out laughing. Sun Tzu said: “If words of command are not clear and distinct, if orders are not thoroughly understood, then the general is to blame.”
So he started drilling them again, and this time gave the order “Left turn,” whereupon the girls once more burst into fits of laughter. Sun Tzu: “If words of command are not clear and distinct, if orders are not thoroughly understood, the general is to blame. But if his orders ARE clear, and the soldiers nevertheless disobey, then it is the fault of their officers.”
So saying, he ordered the leaders of the two companies to be beheaded. Now the king of Wu was watching the scene from the top of a raised pavilion; and when he saw that his favorite concubines were about to be executed, he was greatly alarmed and hurriedly sent down the following message: “We are now quite satisfied as to our general’s ability to handle troops. If We are bereft of these two concubines, our meat and drink will lose their savor. It is our wish that they shall not be beheaded.”
If Congress isn't willing to slash Home Rule up and send the Mayor, the Mayor-Elect, the City Council and the Interim Police Chief packing, then might I suggest another remedy. If you are saving the elimination of Home Rule for the 120th Congress, I completely understand. You will pick-up 20 House seats in November and secure majority in the Senate. Save it for the 120th Congress. However, the 119th Congress can repeal section 740 of the Home Rule Charter and amend the Charter so with a penned signature by President Donald Trump or in fomer President Biden's case, auto-penned by Dr. Jill Biden, the leader of the Nation and free world can take over the authority of the DCMPD without need of emergency declaeation or time limit. For the persnickety amongst, you know it as Code of the District of Columbia § 1–207.40: Emergency control of police. I suggest it be done on Monday, September 21, 2026. Right before the end of fiscal year 2026. As well, right before you take your election break. Can the House and Senate pass a bill on the same day? Hell Yeah! Yes, the House and Senate can pass a bill on the same day. However, for this to happen, both chambers must pass the exact same version of the bill. The House can use this expedited, one-hour-debate process to pass a bill, which is then physically messaged to the Senate. The Senate can then choose to pass it under a "unanimous consent" agreement, bypassing the traditional committee and amendment debates. A Senate Unanimous Consent (UC) Agreement is a binding, pre-negotiated contract used by the U.S. Senate to bypass strict standing rules and expedite legislative business. It requires the agreement of all members present, meaning a single objection halts the request. Passing a unanimous consent (UC) agreement requires no dissenting votes; every senator present must agree to the arrangement, meaning zero objections are raised. If even a single senator objects, the agreement fails to pass.UC agreements are negotiated "contracts" between party leaders used to structure floor debate and bypass regular, time-consuming Senate procedures. While the foundational agreement to schedule the debate requires complete consensus, the underlying legislation or amendment embedded within that agreement is usually decided by a simple majority (51 votes) or a 60-vote threshold if the rules are tied to overcoming a filibuster. Faster than the Save America Act, only you're saving the city where you work-Washington, DC!
DC requires a man who knows how to turn around a business. A man that knows how to make thimgs "bigger and more beautiful" with fast strikes and a long-term commitment to exceptionalism. A turnaround specialist requires deep financial and operational expertise. A turnaround specialist is an expert brought into a financially or operationally struggling organization to diagnose problems, stabilize cash flow, and execute a recovery plan. They temporarily step into executive or advisory roles, making rapid, high-stakes decisions to restore profitability, restructure debt, and prevent bankruptcy.

- Rapid Assessment: They conduct a deep-dive SWOT (Strengths, Weaknesses, Opportunities, Threats) and root-cause analysis to determine why the organization is failing.
- Cash Flow Management: They implement strict liquidity controls, forecast future cash needs, and improve collection processes.
- Operational Restructuring: They overhaul underperforming divisions, streamline production, cut unnecessary costs, and sell off non-core assets.
- Stakeholder Negotiation: They act as an objective mediator to negotiate debt restructuring with lenders, creditors, and investors.

Trump is a turnaround specialist. He is doing it for the Nation and Washington, DC.
Bad managers are like cheetahs, their spots don't change! A bad manager and strategist is a bad manager and strategist. As long as we have had Home Rule, we have had bad managers and strategists. Bad management and strategy doesn't change, you have to change it. The change is not done by "nice" people. It is done by kind people. Managers and strategist that value correction over complacency. Profit over Loss. It doesn't happen by taking the First Amendment Rights from juveniles-the right to peaceably assemble. The State telling Parents to Parent goes a long way! D.C. U.S. Attorney Jeanine Pirro announced a strict crackdown targeting parents whose children participate in "teen takeovers" and violent flash-mob brawls in the District. Pirro warned that parents who fail to supervise their kids could face up to six months in prison, hefty fines, and court-mandated counseling.
The principal-agent problem occurs when one person or entity (the "agent") is authorized to make decisions on behalf of another (the "principal"), but the agent's personal incentives (the Democrat Party, the Democrat Socialists of America, the Radical Left, Money and Power) conflict with the principal's best interests. This conflict is usually worsened by a difference in available information. Citizens (principals) vote for elected officials (agents) to manage public funds and activities, but politicians may prioritize actions that secure re-election or benefit special interest groups instead of the public good.
Fixing agency mismanagement requires a swift, multi-step approach: audit operations to pinpoint the root cause, establish clear performance metrics, overhaul leadership if necessary, and implement strict financial and operational controls. Prioritize transparency to rebuild trust and align the incentives of your managers with the long-term goals of the organization. All of that will take time, patience and new management. Not political appeasement but formidable, confident stewardship.
DCMPD transitioned from the reactive, military-style "Reform Era" into the modern "Professional Era" of community policing during the 1970s. Driven by high crime rates, civil rights movements, and local rioting, the department overhauled its standards to focus on standardized testing, hiring, and scientific investigation. Beyond internal tactics, the structure of the city itself transformed. Following decades of federal control and a presidentially appointed Board of Commissioners, the passing of the District of Columbia Home Rule Act in 1973 established the modern D.C. local government. This gave the newly elected D.C. Mayor and Council legislative authority to shape local policing, safety policy, and budgets. DCMPD face critical reforms in the 2020s, specifically targeting crime classification accuracy, staffing shortages, and use of force transparency. The D.C. Home Rule Act of 1973 grants Washington, D.C. limited self-governance, but the 2020s have brought heightened battles over federal overreach, budget control, and statehood. D.C. residents elect a mayor and a 13-member council, but Congress maintains ultimate authority over local laws and the district's budget. The DCMPD have always been the numerator in this systemic problem. Home Rule has been the common denominator. Something has got to change.
